Design guide lines for concrete dams can be found in: 1. USBR Design Memoranda and in the book " Design of Small Dams" also by USBR. 2. Design Memoranda by US Army Corps of Engineers. The information by US Army Corps can often be downloaded from their webpage. USBR stuff can be bought through the Govt. Publications in Washington D.C.
3. Some guidance is also available in the Canadian Dam association " Dam Safety Guidelines". Their website http://www.cda.ca tells you how to get them.
