200 Year old Grist Mill Dam

We just recently bought a house next to an old grist mill. The dam is 200 years old and leaking in many spots. We are assuming it will eventually need to be repaired but we do not know how to go about it. We are not sure what agencies we would need to contact, EPA, Army Corp of Engineers...? Are we are not sure who is financially responsible, ourselves and our neighbors across the river? We would like some guidance as to what we should do and what needs to be done as normal maintance. We bought this property because of the beautiful view of this waterfall and do not want to loose it. Please help us get the information we need to maintain our little slice of heaven.
